I do not really get the problem tough.
When your vintage Watch is in need of a service you can still turn it in to the service centre to have it repaired.
In Germany Rolex Cologne would always keep any changed parts - the cutomer had no chance to take the changed parts home along with his serviced watch.This has been like thisin Germany for many years.
What Rolex Cologne did with the exchanged parts is not known but they most likely destroyed them like described in the link you posted.
I was not aware that you yould take home your old parts after the watch has been serviced in any country but if this has been the case until know, Rolex SA is simply enforcing their policy about used parts.
IMHO this is better than the possibility that exchanged spares from serviced Rolex watches get into the hands of dubious persons who maybe want to put these genuine Rolex Parts nto counterfit watches.
