I would not write this one off. In the end this is unacceptable and this guy is just begging for recourse. The UK is not out of this world and laws apply. And yes, they can be enforced across borders.

Heck - I mean if a simple parking ticket can be enforced all across the EU then this should b a field day for a lawyer in the UK.
